Dr. Sheila D. Tlou is the Minister of Health of Botswana. She is a Professor of Nursing, currently on leave of absence, at the University of Botswana and former Director of the WHO Collaborating Centre for Nursing and Midwifery Development in Primary Health Care for Anglophone Africa. For more than 25 years she has conducted research and taught courses incorporating Gender issues in HIV/AIDS, Sexual and Reproductive Health and Rights, and Ageing/Older Persons. She has supervised many graduate and undergraduate research projects in Botswana and for other international universities.
Prof. Tlou has worked to increase community responses to HIV and AIDS in Botswana, using peer groups. She is the founder of the Botswana chapter of the Society for Women and AIDS in Africa which has trained volunteers to educate families and communities on HIV prevention and caring for relatives living with HIV and AIDS.
She has a PhD in Nursing Sciences, and Certificates in Women's Health and Women's studies from the University of Illinois at Chicago. She completed a Masters degree in Nursing Education and Instruction at Columbia University, and a Master of Science in Nursing at the Catholic University of America. She has published books and journal articles on Older Persons, Menopause, and community-based approaches to HIV/AIDS prevention, treatment, care and support. In 2001, she addressed the United Nations Commission on the Status of Women on ‘Women, the Girl Child and HIV/AIDS', and was a panelist in side events on Women and HIV/AIDS organized by UNAIDS at the UN Special General Assembly on AIDS in June 2001.
At international level, Dr. Tlou has provided consultancy for the World Health Organisation, the International Council of Nurses, and the United Nations Commission on the Status of Women. She has received several national and international awards, among them the Florence Nightingale Award from the International Red Cross Society in Geneva, the Botswana Presidential Order of Honour, and the Anna Reynvaan Award from The Netherlands. In 2002,she was appointed by the UN Secretary General as Eminent Person for Women, Girls, and HIV/AIDS in Southern Africa.
Currently, Prof. Tlou is the Chairperson of the SADC Ministers of Health, the chair of the African Union Ministers of Health, the Global Fund Board Representative for Eastern and Southern Africa, and a member of the Governing Council of International AIDS Society.
