Monsieur Seydou BOUDA , 51 ans, a ete nomme Ministre de la sante le 3 septembre 2008. Auparavant, il a occupe successivement les portefeuilles l'economie et du developpement de juin 2002 a juin 2007, de la fonction publique et de la reforme de l'Etat de juin 2007 a septembre 2008. De 2000 a 2002, il occupa les fonctions de Secretaire general du gouvernement et du conseil des ministres.

Economiste de formation, Monsieur BOUDA debute sa vie professionnelle par le Service national en janvier 1985 comme soldat d'active d'abord au Centre d'instruction a Bobo-Dioulasso puis au Haut Commandement des Forces Armees nationales a Ouagadougou.
Libere des forces d'active en fevrier 1986 et verse dans les reserves, il est recrute sur concours au profit de la Fonction publique et affecte au Ministere de la planification et du developpement populaire ou il entame sa carriere en fevrier 1986, en pleine periode d'elaboration du Premier plan quinquennal de developpement populaire 1986-1990.
Il y exerce notamment en qualite d'economiste planificateur en charge des questions de developpement social et de population au sein de la Direction de la planification du developpement et participe a l'elaboration, a la mise en ?uvre et au suivi-evaluation du Plan.
En fevrier 1989, il est mis a la disposition de la Presidence du Faso pour servir comme Conseiller au sein du Bureau d'etudes et de prospective. Il sera nomme par la suite Conseiller charge du Fonds national pour la promotion de l'emploi et chef du projet de travaux publics pour l'emploi (future Agence Faso Baara).

En juillet 1991, Monsieur BOUDA est nomme Secretaire general du tout nouveau Ministere de l'emploi, du travail et de la securite sociale dans un contexte de transition democratique et de mise en ?uvre du premier programme d'ajustement structurel 1991-1993. A ce poste, il conduit la reforme du code du travail et defend le projet de loi devant l'Assemblee nationale.

En novembre 1994, il est recrute comme Coordonnateur technique national du Programme d'appui a la gestion de l'economie (PAGE), programme finance par le PNUD et le Gouvernement, poste qu'il occupera jusqu'en octobre 1999, date a laquelle il est admis au concours d'entree a l'Ecole nationale d'administration (ENA) de Paris /Strasbourg..

Ancien eleve du Lycee Ouezzin Coulibaly de Bobo-Dioulasso de 1971 a 1978 d'ou il obtient le baccalaureat serie B (economique et social), il frequente l'Universite du Benin, a Lome (Togo), les universites de Ouagadougou et de Montpellier I (France). Il est titulaire d'une maitrise en Sciences economiques (1983), option Planification du developpement de l'universite de Ouagadougou et d'un diplome d'etudes superieures specialisees Economie du developpement (1984) de l'universite de Montpellier I.

Il est egalement titulaire d'une licence et d'un certificat de maitrise de sociologie de l'universite de Ouagadougou.

Au niveau du Conservatoire national des arts et metiers de Paris, Monsieur BOUDA est titulaire de deux specialisations obtenues en 2000 : Prospective et strategie des organisations d'une part, Economie et gestion de l'innovation et de la technologie d'autre part.

Enfin, Monsieur BOUDA est diplome de l'Ecole d'administration (ENA) de Paris/Strasbourg, Promotion Erasme 1999-2000 avec la mention Excellent.

Monsieur BOUDA au cours de sa carriere, a effectue plusieurs stages professionnels dont notamment les cours :

  • de l'Institut du FMI, a Washington ;
  • de l'Ecole des cadres des Nations Unies, a Turin ;
  • de l'Institut international d'administration publique de Paris.

En sa qualite de Ministre de l'economie et du developpement, il a represente le Burkina Faso dans certaines institutions internationales. A ce titre, il a ete, entre autres :

  • Gouverneur de la Banque africaine de developpement (BAD) pour le Burkina Faso et president des Conseils des gouverneurs ;
  • Gouverneur de la Banque islamique de developpement (BID) pour le Burkina Faso et President des Conseils des gouverneurs ;
  • Gouverneur de la Banque sahelo-saharienne pour l'investissement et le commerce (BSIC) pour le Burkina Faso et President de l'Assemblee generale ;
  • President du Conseil des ministres de l'Autorite du Liptako-Gourma ;
  • Gouverneur de la Fondation pour le renforcement des capacites en Afrique (ACBF) basee a Harare.

En sa qualite de Ministre de la fonction publique, il a represente le Burkina aux conseils d'administration du CAFRAD et de l'Observatoire des fonctions publiques africaines.
Au titre de la sante, il est membre du Comite executif de l'Organisation mondiale de la sante (OMS) et membre du Conseil d'administration du Fonds mondial de lutte contre le SIDA, la tuberculose et le paludisme.

Monsieur BOUDA a ete plusieurs fois consultant international pour le compte d'organismes multilateraux comme le PNUD, la Banque africaine de developpement et la Fondation pour le renforcement des capacites en Afrique.

Au titre des distinctions honorifiques, il est Commandeur de l'ordre national du Burkina Faso. Il est marie et pere de quatre (4) garcons.

Seydou Bouda

(born 31 December 1958) is a Burkinabe politician, currently serving as Minister of Health in the government of Burkina Faso.

Bouda was born in Poa , located in Boulkiemde Province . An economist, he began working at the Ministry of Planning and Cooperation in 1986; later, he was Secretary-General of the Ministry of Employment, Labor and Social Security from 1991 to 1995, and in November 2000 he became Secretary-General of the Government and the Council of Ministers. In December 2001, he was awarded the title of Officer of the National Order.

Bouda was appointed to the government as Minister of the Economy and Development on 10 June 2002. Following the outbreak of the Ivorian Civil War in September 2002, Bouda said that "the eventual economic consequences of the crisis in Ivory Coast will be catastrophic to our country". He was retained as Minister of the Economy and Development in the government appointed on 6 January 2006.

In the May 2007 parliamentary election, Bouda was elected to the National Assembly as a candidate of the governing Congress for Democracy and Progress (CDP) in Boulkiemde Province. After that election, he remained in the government but was moved to the post of Minister of the Civil Service and State Reform on 10 June 2007. After a little more than a year, his portfolio was again changed on 3 September 2008; this time he was appointed as Minister of Health, replacing Alain Bedouma Yoda .

Alain Bedouma Yoda (born 31 December 1951) is a Burkinabe politician who has been Minister of State for Foreign Affairs and Regional Cooperation since September 2008. He was previously Minister of Transport and Tourism from 1997 to 2000, Minister of Trade from 2000 to 2002, and Minister of Health from 2002 to 2008.

Yoda was born in Komtoega , and after studying in Burkina Faso, Cameroon , and France , he joined the civil service in 1978. From 1978 to 1985 he held various positions at the Ministry of Trade. He was appointed as Head of the Service of Legislation and Price Controls on 30 March 1978, then as Permanent Secretary-General for the Approval of Prices and Documentation on 31 July 1978; subsequently he became Director-General of Prices in April 1981, Director-General of the General Fund for the Equalization of Prices in March 1983, and Technical Adviser to the Minister of Trade in May 1985. Yoda was then Economic and Financial Adviser to the President of Burkina Faso, Thomas Sankara , from October 1985 to October 1987, as well as Director-General of the Naganagani air transport company from August 1986 to 1992. He was appointed to a post at the Secretariat-General of the Ministry of Transport and Communications in February 1992.

Yoda was elected to the Assembly of People's Deputies in the May 1992 parliamentary election as a candidate of the Rally of Independent Socialists (RSI)] in Boulgou; he was the only RSI candidate to win a seat. In the legislature, he served as President of the Finance and Planning Commission from 1996 to 1997. Yoda was re-elected to the National Assembly in the May 1997 parliamentary election , this time as a candidate of the ruling Congress for Democracy and Progress (CDP), and after that election he was appointed to the government as Minister of Transport and Tourism on 10 June 1997; later, on 12 November 2000, he was moved to the position of Minister of Trade and the Promotion of Business and Crafts. Yoda was again elected to the National Assembly in the May 2002 parliamentary election, and following that election he was appointed as Minister of Health on 10 June 2002.

In the May 2007 parliamentary election , Yoda was elected to the National Assembly as a CDP candidate in Boulgou Province . He was promoted in ministerial rank after the election, becoming Minister of State for Health on 10 June 2007. Yoda was later moved to the post of Minister of State for Foreign Affairs and Regional Cooperation in the government named on 3 September 2008, replacing Djibril Bassole .
